US wants 2012 talks for Taliban political office (AP)

WASHINGTON ? The Obama administration hopes to restore momentum in the spring to U.S. talks with the Taliban insurgency that had reached a critical point before falling apart this month because of objections from Afghan President Hamid Karzai, U.S. and Afghan officials said.

One goal of renewed talks with the insurgents would be to identify cease-fire zones that could be used as a steppingstone toward a full peace agreement that stops most fighting, a senior administration official told The Associated Press. It's a goal that so far has remained far out of reach.

U.S. officials from the State Department and White House plan to continue a series of secret meetings with Taliban representatives in Europe and the Persian Gulf region next year, two officials said, assuming a small group of Taliban emissaries the U.S. considers legitimate remains willing.

The U.S. officials spoke on condition of anonymity to describe the sensitive and precarious American outreach to the Taliban leadership.

The U.S. outreach this year had fits and starts but had progressed to the point that there was active discussion of two steps the Taliban seeks as precursors to negotiations, the senior U.S. official said. Talks are on an unofficial hiatus at Karzai's request, U.S. and other officials said.

The trust-building measures under discussion involve a would-be Taliban headquarters office and the release from the U.S. military prison at Guantanamo Bay, Cuba, of about five Afghan prisoners considered affiliated with the Taliban. Those steps were to be matched by assurances from at least part of the Taliban leadership that the insurgents would cut ties with al-Qaida, accept the elected civilian government of Afghanistan and bargain in good faith.

The U.S. describes its current Afghan policy as "fight, talk, build," and maintains that it will not back off the military campaign that has ended Taliban control of key southern areas that had been the movement's mainstay. The Taliban remains a potent fighting force and has shifted operations to other parts of the country.

Just Friday, for instance, a NATO service member died in a roadside bombing in southern Afghanistan, while allied and Afghan forces killed three senior Taliban figures and captured 11 fighters and sympathizers, according to the alliance.

Although top U.S. military commanders say they cannot kill their way to military victory in Afghanistan, targeted raids on Taliban operatives are one of the tactical success stories of President Barack Obama's shift in strategy that favors counter-terrorism tactics.

The longer-term strategic effect of those tactics is less clear; nighttime kill-and-capture raids, in which a number of civilians have died, have become a flashpoint for anger over foreign meddling in Afghanistan. Karzai has demanded that foreign troops stop breaking into homes.

The U.S. administration wants to use its current extensive military campaign and an acknowledged but incomplete plan for a long-term American military presence in Afghanistan as leverage to draw the Taliban to talks with Karzai's representatives.

The gradual process of handing over areas of the country to Afghan security control would ideally be marshaled toward encouraging peace talks, by identifying areas where a test ceasefire could be tried, the official said.

More generally, the U.S. is trying to unify disparate elements of its strategy in Afghanistan after 10 tiring years of war and with an eye on the NATO deadline to withdraw combat forces by the end of 2014.

The likelihood that the Taliban insurgency continues as a fighting force after most foreign forces leave is driving the U.S. and NATO to seek even an incomplete bargain with the insurgents that would keep them talking with the Kabul government.

The U.S. goal is to midwife talks between the insurgents and the U.S.-backed Afghan government led by Karzai, who frequently has felt sidelined by the U.S. as it pursues talks with his enemies. He bills peace talks as an Afghan-led process, which the U.S. insists is also its goal. The U.S. outreach is meant to jump-start negotiations, U.S. officials have said, but they acknowledge that their efforts can feed the perception that Karzai is not fully in charge.

Although the Karzai government shares the goal of outreach and eventual political reconciliation with the Afghan Taliban movement, he resents the insurgents' demand only to speak with what they call American occupiers. He has argued that the U.S. undercuts his leverage, and his inner circle derailed initial U.S.-Taliban talks earlier this year, several officials previously told the AP.

With Obama planning to host a large NATO summit in his hometown of Chicago this spring, the administration would like some good news to announce.

Short of a clear military turning point in a war that is still stalemated in many areas, the summit is likely to focus on efforts to shore up the country while encouraging a political settlement with the Taliban.

One hope for the summit is a more coherent statement of how the military campaign is related to the effort to hand over areas of the country to Afghan control, the long-term U.S. presence in Afghanistan and Taliban reconciliation, the senior U.S. official said.

The Taliban headquarters office idea is seen the most likely to regain traction ahead of the summit in May, but it's unclear when it might open. A political office in a neutral third country would be authorized to conduct talks on a peaceful end to the 10-year war.

Karzai remains opposed to the more difficult prisoner transfer plan, which is further complicated by new congressional restrictions on any prisoner transfers. The U.S. tentatively had agreed to transfer a handful of Afghan prisoners to house arrest in a third country, probably Qatar, before the deal unraveled, U.S. officials said.

The Associated Press has learned the identity of some of the proposed transferees, including Khairullah Khairkhwa, former Taliban governor of Herat, and Mullah Mohammed Fazl, a former top Taliban military commander believed responsible for sectarian killings before the U.S. invasion that toppled the Taliban government in Afghanistan in 2001.

Karzai's own advisers seeking peace with the Taliban had named those men among several Afghan Taliban prisoners it wanted released from Guantanamo as a goodwill gesture, but Karzai wants the prisoners to come to Afghanistan, not a third country, a senior Afghan official in the region said.

Sending Afghans to an Arab country could offend Afghans' sense of sovereignty and suggest that the U.S. does not think Afghanistan is fit to hold or try the men, officials said.

"As soon as I was released, I met President Karzai and he promised that he would not allow Afghan prisoners to be sent anywhere except Afghanistan," said Haji Ruhollah, an Afghan who was released from Guantanamo in 2010. "They are all Afghans and they should be brought and kept in Afghanistan."

U.S. and Afghan officials also pointed to Karzai's longstanding unease with what he sees as a rush by the U.S. to broker deals ahead of the planned exit of U.S. combat forces

Karzai has political problems at home, including newly resurgent militias, and the assassination of his chief peace negotiator in September clouds his own outreach to the Taliban.

The U.S. once swore off direct talks with the Taliban until the insurgents essentially were beaten but shifted position as the war dragged on near stalemate. Participants said they still consider a peace deal a long shot, and the insurgent leadership has shown no sign that it wants to stop fighting a guerrilla war it thinks it can sustain until after most foreign forces depart.

The Associated Press is not identifying U.S. officials involved in the direct talks, in consideration for their safety. One member of the Taliban negotiating team has been publicly identified as Tayyab Aga, an emissary of Pakistan-based Taliban leader Mullah Mohammed Omar. Other participants include a former Taliban ambassador to Saudi Arabia and a former Taliban deputy health minister, the senior Afghan official said.

Karzai has supported the general idea of an office, preferably in Afghanistan, but he balked when the plan for Qatar appeared to have been settled without him, officials said. Earlier this month, Kabul recalled its ambassador to Qatar for consultations over reports that the Taliban was planning to open an office there.

On Tuesday, Karzai backed down. He said his government would accept the Qatar office to hold peace talks, although Saudi Arabia or Turkey would be preferable venues.

Vacaville High School's Papadopoulos named state coach of the year

His football team didn't get a chance to play for a state title, but he was still honored as the best coach in California for 2011.

Vacaville High School's Mike Papadopoulos was named the large school ESPNHS Cal-Hi Sports State Coach of the Year on Wednesday night. Cal-Hi editor Mark Tennis said there were several reasons why Papadopoulos stood out.

"The way they beat Folsom after losing 75-6 the year before," Tennis said, "plus it was his second title and not just his first. The way they beat Granite Bay. We also like the connection he has with his father-in-law (Tom Zunino) and the respect he has at the school."

Papadopoulos led the Bulldogs to their second Sac-Joaquin Section title in six years. Vacaville beat Folsom 39-35 on Dec. 3 at Sacramento State for this year's Division II championship. The Bulldogs won a Division I title in 2006 by beating Merced.

"I'm pretty speechless," Papadopoulos said. "It is really humbling and amazing. The things we do were started a long time ago and we've just tried to keep it going. We have such a neat family atmosphere at Vacaville High School that just doesn't happen a lot of places."

Vacaville posted a stellar 13-1 record this year against a strong schedule, and ended the season with a 12-game winning streak. The Bulldogs were in the discussion to represent Northern California in the state Division II title game, but section Division III champion Del Oro was chosen by section commissioners to represent the North.

Del Oro lost to Helix of La Mesa 35-24 in the state final at Carson.

The last state coach of the year from Solano County was Vallejo's Bob Patterson in 1949. Patterson later coached Zunino at Vallejo on the famed 1954 team. Colon Kilby of Vallejo won the award in 1945.

The section title also gave Papadopoulos his 70th victory in seven seasons, and an overall record of 70-15. Vacaville has won at least 10 games in five of the last six years.

The Bulldogs also have an 11-4 postseason record under Papadopoulos.

Recently he was honored by the section as one of its six model coaches for the 2011-12 school year.

Rick Prinz of Paradise and Jon Ellinghouse of Sierra Canyon-Chatsworth were the state coaches of the year for medium and small schools, respectively.

Tornado, storms strike Melbourne

Motorists were left stranded on the Western Ring Rd. Source: Herald Sun

Hail stones in Melbourne. Source: Supplied

A Melbourne backyard hit by hailstones. Source: Supplied

STORMS pelted Victorians with hailstones as big as billiard balls during a wild Christmas Day barrage.

The damage bill could run into tens of millions of dollars after hundreds of cars were bombarded, windows in homes and businesses were smashed and roofing was torn away.

The State Emergency Service was called to more than 2500 jobs when a series of storm cells intensified dramatically in the afternoon.

The worst was a tornado that hit Fiskville, 15km west of Bacchus Marsh.

Send us your wild weather pictures. MMS to 0404 333 444 or email online@heraldsun.com.au

Most calls to the SES were from Keilor Park, Keilor Downs and Taylors Lakes.

Parts of Eltham and Greensborough were hit more than once and planes were grounded at Melbourne Airport.

Lightning hit the 3AW transmission tower, knocking out its analogue signal and putting it off air to most listeners.

About 77 passengers on a flight out of Darwin spent almost four hours at Sale airport after Qantas decided it was unsafe to fly into Melbourne.

Metro warned commuters to expect major train delays, with most lines disrupted, and advised passengers to defer non-essential travel.

The storm blacked out more than 5000 homes in Port Melbourne, Ballarat, Armadale, Toorak and South Melbourne as families sat down to Christmas dinner.

A family in Apollo Rd, Taylors Lakes, had nine cars damaged and roof tiles and outdoor lights broken when the storm hit about 3.30pm.

Robyn Sullivan said the hailstones had been almost as big as tennis balls.

"It was like a roar as it came through," she said. "I've never heard anything like it."

Jim Egan was at the house for Christmas lunch when his car was pelted with hailstones.

"I had nine holes in the back window," he said. "One had come through the window, bounced around the car, and it was lodged between the console and the front windscreen."

A couple in Montmorency arrived home from Christmas lunch to find almost a metre of water running through their garage.

Michel Long said his Mercedes-Benz, caravan, bikes and other items were damaged.

"It's come in through the back of the garage from the next street and it's pushed the caravan through the door of the garage and there's debris everywhere ... the car has damage on the side of it where it's pushed a big cupboard out of the garage" Mr Long said.

"I estimate it's probably $25-30,000 damage."

SES spokesman Lachlan Quick said hundreds of volunteers had made big sacrifices to help residents.

"It's a pretty remarkable effort to drag yourself away from your turkey," he said.

Chinese seaside town protesters in police standoff (AP)

BEIJING ? Chinese authorities have detained five people in a southern seaside town where protests against a planned power plant expansion resulted in clashes with police, state media and an official said, as riot police fired tear gas.

Thousands of people in the town of Haimen wanting to block a highway were locked in a standoff with riot police Thursday, said protesters contacted by The Associated Press. It was the third day of unrest in the area.

A city Communist Party propaganda official surnamed Chen said some people who had participated in "illegal activities that endanger public security" earlier this week had been detained, but said he was uncertain how many.

Five people were detained by police for suspected vandalism by Wednesday evening, the official Xinhua News Agency said. Xinhua said hundreds had gathered at the toll gate of the highway.

A resident also surnamed Chen, who is not related to the official, said a few thousand people gathered to face a roadblock set up by police. "Police set up a roadblock at the highway and threatened to arrest anyone who dared to cross," Chen said.

The protesters think an existing coal-fired power plant has contributed to what they say is a rise in cancer cases and heavy pollution in the seas, a serious problem for a town where fishing is a source of livelihood.

"We just want to ask the central government to order the construction of the coal power plant to be stopped," said Lin Fujin, a Haimen resident who was at the scene. "The pollution has turned the sky black and the fish are dead."

Officials cited by Xinhua said the construction of the new plant, which would be an expansion of the existing one, has not started yet. They said the project must pass an environmental impact assessment and be approved by Haimen's residents.

Footage from Hong Kong's Cable TV showed tear gas canisters hitting the ground in front of a gas station as panicked residents fled in various directions. That is the second time police have used tear gas to disperse protesters in Haimen this week.

The broadcaster also showed riot police with helmets and shields lined up around a large water cannon truck facing dozens of people on the other side of a road.

"The police hit me," a woman with bloodied hands told Cable TV, surrounded by an angry crowd. "I just wanted to go over there to offer an explanation but they started to drag me on the road."

In response to the protests, the local government said Tuesday it would temporarily suspend the power plant project, Xinhua said.

But protesters say they have not heard directly from authorities on the matter. They were also angered by rumors that one or two young protesters had died in clashes with police, but Xinhua cited a local Communist Party official as saying that no deaths had occurred.

After three decades of laxly regulated industrialization, China is seeing a surge in protests over such environmental worries.

In September, hundreds of villagers in an eastern Chinese city near Shanghai demonstrated against pollution they blamed on a solar panel factory. In August, 12,000 residents in the northeastern port city of Dalian protested against a chemical plant after waves from a tropical storm broke a dike guarding the plant and raised fears that flood waters could release toxic chemicals.

NFL won't punish Browns for handling of McCoy

By Ryan Wilson

Steelers linebacker James Harrison, fresh off a one-game suspension for an illegal hit on Browns quarterback Colt McCoy in Week 14, questioned Wednesday why Cleveland let McCoy back in the game only a few plays after he suffered what would later be diagnosed as a concussion.

"If he was hurt so bad I don't know why they let him back in ... two plays later," Harrison said via wire reports. "Something should be done to them, I would think. I don't know. I got a game, what should they get?"

Fair question. The answer, according to the Cleveland Plain-Dealer: nothing. NFL spokesman Greg Aiello said the Browns won't be disciplined for their handling of McCoy.

Last week, team president Mike Holmgren admitted that?there was "no indication" that McCoy had suffered a concussion, and subsquently was never checked out before being sent back into the game. More Holmgren:??Our medical staff and our training staff, they are the best in football. These guys are really good. So one of the things that is troubling to me in this whole process is that they?re getting slammed a bit, along with the head coach. ...And it?s unfair.?

Also unfair: risking McCoy's life because the people in charge of his safety somehow missed one of the biggest collisions of the season.

The NFL Players Association hasn't decided if it will file a grievance against the Browns, but the incident has led to changes in the way teams deal with head injuries. Last Sunday, NFL commissioner Roger Goodell told CBS Sports' James Brown that he wanted doctors eyeing each game and its players "at all times."

Starting this Saturday, that will be a reality.

"NFL contacting teams asking them to put a Certified Athletic Trainer in the Press Box for this weekend's game," CBS Sports Charley Casserly reported Tuesday. "College trainers may be used."

More details via CBSSports.com's Will Brinson:

The league will send a memo to all 32 clubs Tuesday or Wednesday to break down the new protocol for using the trainer during the game.

The trainer will be situated in the press box and monitor the entire game while having direct communication to the sideline to ensure that anyone who may have suffered a concussion will receive proper medical treatment.

Harrison, meanwhile, appears to have learned his lesson, too.

"I'm doing everything [the league] asks me to do," Harrison said. "I've lowered my target area, that's it. ? I'm not worried about anything. I can't foresee the future. I'm not a fortune-teller. I'm going to deal with it as it comes."

Australia test squad for India series, Dec 2011 and Jan 2012.

You know a test team is doing well when selectors get paid for free, naming same core of players series after series. There were very few changes in Windies of seventies, Aussies of nineties and now Indians in recent times (in batting department specifically). Even England in last few years have persisted with same set of players and stretched themselves to numero uno in ICC rankings..

Same can't be said about Australia who introduced 3 debutants during Ashes 2011, 3 more on Sri Lankan tour, Pat Cummins in South Africa and then 3 more in just two tests at home against New Zealand. Now, for Border Gavaskar trophy, two more rookies are ready and numbers may increase as four test series unfolds.

In short, in so called rebuilding phase, can Aussies retain their proud record of never losing a test series to Indians at home? that's a million dollar question but here is the squad selected for the field :-

Michael Clarke passed a stern test as captain in South Africa, equalling series coming from behind but defeat at Hobart againt Kiwis, after 26 years, raised question on his leadership. Against India lead by MS Dhoni who's renouned as one of the best captain in world currently, Clarke will have tough task inspiring his team as well as scoring runs.

Ricky Ponting and Michael Hussey are two experienced batsmen who've come under scrutiny almost for no reason. Aussie cricket needs them to groom youngs run scorers around and they'll play crucial part in this series in middle order.

Aussie top order has gone through several renovations in recent times. Shane Watson and Philip Hughes with Shaun Marsh at no.3 seemed settled on Sri Lankan tour but Watson got injured and Hughes' runs dried up. Marsh continues to battle back problems. Thankfully, David Warner has evolved, is in-form, and will contribute in field immensly.

Ed Cowan is a left handed opening batsman who's earned his place with plenty of runs this domestic season and a century in practice game against visitors. Can this tasmanian solve the top order puzzle?

Dan Christian is a T20 specialist who's got his test chance through consistant performances. In hunt of a allrounder who can work as 5th bowler and make some runs down the order, Christian will have his opportunities in this series.

Brad Haddin has sword hanging over his head but a good innings each against Proteas and Kiwis now has suddently earned gloveman the vice-captainship!

James Pattinson impressed with his pace and accuracy against New Zealand, sharing new ball with trier Peter Siddle. Ben Hilfenhaus has been brought back to put some experience in department with Mitchell Starc providing left arm angle. Nathan Lyon has bowled with flight and gile so far in 3 series he's been part of so far but against Indians he'll be targetted.

Australia test squad for India series 2011-2012

Michael Clarke (captain), Ricky Ponting, Michael Hussey, Shaun Marsh, David Warner, Ed Cowan, Brad Haddin (wk, vc), Dan Christian, Ben Hilfenhaus, Peter Siddle, James Pattinson, Mitchell Starc and Nathan Lyon.

Arab League may turn to UN Security Council over Syria violence

The Arab League has threatened to turn to the UN Security Council to ?pressure Syria to accept its peace plan. The league has set a Wednesday deadline for Syria to act.?

Facing weeks of delay and inaction from the Syrian government, the Arab League has now threatened to ask the United Nations Security Council to enforce its peace plan if Syria does not agree to implement it by Wednesday.

The escalation comes after the Arab League has already suspended Syria?s membership and imposed sanctions. While Syrian officials at one point said they would consider the plan if the Arab League lifted sanctions, the league responded that this was not an option.

?There is no hope to find an exit from this crisis. We have used all possible means, (but) it is clear that there is procrastination,? said Qatar's Prime Minister Sheikh Hamad bin Jassem Al Thani, speaking about Syria in an article by Iran?s Press TV.

Shortly before the Arab League?s threat, Russia sent a draft resolution to the UN calling for the international organization to take action to end violence and political unrest in Syria. The proposal did not call for sanctions, and Bloomberg reports that the US and France have criticized Russia?s proposal as?too sympathetic to President Bashar al-Assad?s government.

?We don?t see any alternative to a political-diplomatic resolution of the crisis in the country. Any foreign interference, given Syria?s role in regional security, can destabilize the situation throughout the Middle East. We are counting on a constructive attitude from other Security Council members,? said Alexander Lukashevich, Russia?s Foreign Ministry spokesman.

Syria conditionally agreed to the Arab League?s peace plan on Nov. 2, reports Reuters. The plan calls for the Syrian government to remove its troops from urban areas, allow observers to enter the country, engage in talks with opponents, and release political prisoners. Arab League officials say that the Syrian government has rejected demands to protect civilians, saying government troops are also being attacked. More than 5,000 people have died in the crackdown since it began in March.

If the Arab League seeks out international assistance, the UN is likely to move quickly to help, as it has been waiting for Syria?s Arab neighbors to ask for assistance before taking action. A request from the Arab League is likely to help avoid any vetoes by Russia or China which could stymie UN intervention, reports the Associated Press. UN-backed, foreign military intervention is unlikely to occur, as the Arab League has not yet requested it.

Mr. Assad has shown little willingness to back down in the face of mounting international pressure, reports the Kuwait News Agency. During a recent meeting with visiting Iraqi officials, the embattled president told the visiting envoys that he felt he had ?positively? dealt with proposals to end violence in his country, adding it was in his and Syria?s best interest to do so.

Following the meeting, Faleh Al-Fayyadh, Iraq?s security adviser, indicated the importance of finding a solution before foreign intervention could occur.

?We have explained Iraq's position as to finding peaceful solutions that [preserve] aspirations of the Syrian people for a democratic change away from foreign intervention and sectarian sedition,? he said in a statement reprinted by Al Bawaba News.

SEC to appeal ruling striking $285M deal with Citi (AP)

WASHINGTON ? The government is appealing a federal judge's ruling that struck down a $285 million civil fraud settlement with Citigroup.

The Securities and Exchange Commission said in a court filing Thursday that it plans to appeal the decision issued last month by U.S. District Judge Jed Rakoff. The judge said the government's deal with Citigroup did not include enough facts to allow him to determine whether it was fair.

The SEC had accused Citigroup Inc. of misleading buyers of a complex mortgage investment and betting against it in 2007. New York-based Citigroup neither admitted nor denied wrongdoing. Rakoff also objected to the lack of admission of liability.

The agency said Thursday that Rakoff had "committed legal error" by requiring a new standard that would deprive investors of immediate relief.

Italy raises $3.95 billion but rates up again (AP)

ROME ? Italy has had to pay euro-era record high borrowing rates to get investors to lend it euro3 billion ($3.95 billion) over five years.

Wednesday's auction from the Bank of Italy show that the debt-riddled country paid an average yield of 6.47 percent.

The yield was up 0.17 percentage point from last time Italy looked to raise money over five-years and was the highest rate since 1997. The euro came into existence in 1999.

Italy has seen its borrowing costs rise markedly over the past few months as investors worry over its massive debts, which total around euro1.9 trillion ($2.5 trillion), or around 120 percent of its GDP. It is considered too big to bail out by its partners in the 17-country eurozone.

The 5-year bond sale was the last of the year.

ATLAS and CMS experiments present Higgs search status

ScienceDaily (Dec. 13, 2011) ? In a seminar held at CERN[1] Dec. 13, the ATLAS[2] and CMS[3] experiments presented the status of their searches for the Standard Model Higgs boson. Their results are based on the analysis of considerably more data than those presented at the summer conferences, sufficient to make significant progress in the search for the Higgs boson, but not enough to make any conclusive statement on the existence or non-existence of the elusive Higgs.

The main conclusion is that the Standard Model Higgs boson, if it exists, is most likely to have a mass constrained to the range 116-130 GeV by the ATLAS experiment, and 115-127 GeV by CMS. Tantalising hints have been seen by both experiments in this mass region, but these are not yet strong enough to claim a discovery.

Higgs bosons, if they exist, are very short lived and can decay in many different ways. Discovery relies on observing the particles they decay into rather than the Higgs itself. Both ATLAS and CMS have analysed several decay channels, and the experiments see small excesses in the low mass region that has not yet been excluded.

Taken individually, none of these excesses is any more statistically significant than rolling a die and coming up with two sixes in a row. What is interesting is that there are multiple independent measurements pointing to the region of 124 to 126 GeV. It's far too early to say whether ATLAS and CMS have discovered the Higgs boson, but these updated results are generating a lot of interest in the particle physics community.

"We have restricted the most likely mass region for the Higgs boson to 116-130 GeV, and over the last few weeks we have started to see an intriguing excess of events in the mass range around 125 GeV," explained ATLAS experiment spokesperson Fabiola Gianotti. "This excess may be due to a fluctuation, but it could also be something more interesting. We cannot conclude anything at this stage. We need more study and more data. Given the outstanding performance of the LHC this year, we will not need to wait long for enough data and can look forward to resolving this puzzle in 2012."

"We cannot exclude the presence of the Standard Model Higgs between 115 and 127 GeV because of a modest excess of events in this mass region that appears, quite consistently, in five independent channels," explained CMS experiment Spokesperson, Guido Tonelli. "The excess is most compatible with a Standard Model Higgs in the vicinity of 124 GeV and below but the statistical significance is not large enough to say anything conclusive. As of today what we see is consistent either with a background fluctuation or with the presence of the boson. Refined analyses and additional data delivered in 2012 by this magnificent machine will definitely give an answer."

Over the coming months, both experiments will be further refining their analyses in time for the winter particle physics conferences in March. However, a definitive statement on the existence or non-existence of the Higgs will require more data, and is not likely until later in 2012.

The Standard Model is the theory that physicists use to describe the behaviour of fundamental particles and the forces that act between them. It describes the ordinary matter from which we, and everything visible in the Universe, are made extremely well. Nevertheless, the Standard Model does not describe the 96% of the Universe that is invisible. One of the main goals of the LHC research programme is to go beyond the Standard Model, and the Higgs boson could be the key.

A Standard Model Higgs boson would confirm a theory first put forward in the 1960s, but there are other possible forms the Higgs boson could take, linked to theories that go beyond the Standard Model. A Standard Model Higgs could still point the way to new physics, through subtleties in its behaviour that would only emerge after studying a large number of Higgs particle decays. A non-Standard Model Higgs, currently beyond the reach of the LHC experiments with data so far recorded, would immediately open the door to new physics, whereas the absence of a Standard Model Higgs would point strongly to new physics at the LHC's full design energy, set to be achieved after 2014. Whether ATLAS and CMS show over the coming months that the Standard Model Higgs boson exists or not, the LHC programme is opening the way to new physics.

Balloon Juice ? Breast Cancer, PPACA, and a Change of Heart ...

Obamacares.

LA Times featured an op-ed yesterday that is a must-read:
I want to apologize to President Obama. But first, some background.

I found out three weeks ago I have cancer. I?m 49 years old, have been married for almost 20 years and have two kids. My husband has his own small computer business, and I run a small nonprofit in the San Fernando Valley. I am also an artist. Money is tight, and we don?t spend it frivolously. We?re just ordinary, middle-class people, making an honest living, raising great kids and participating in our community, the kids? schools and church.

We?re good people, and we work hard. But we haven?t been able to afford health insurance for more than two years. And now I have third-stage breast cancer and am facing months of expensive treatment.

To understand how such a thing could happen to a family like ours, I need to take you back nine years to when my husband got laid off from the entertainment company where he?d worked for 10 years. Until then, we had been insured through his work, with a first-rate plan. After he got laid off, we got to keep that health insurance for 18 months through COBRA, by paying $1,300 a month, which was a huge burden on an unemployed father and his family.

By the time the COBRA ran out, my husband had decided to go into business for himself, so we had to purchase our own insurance. That was fine for a while. Every year his business grew. But insurance premiums were steadily rising too. More than once, we switched carriers for a lower rate, only to have them raise rates significantly after a few months.

snip

Fortunately for me, I?ve been saved by the federal government?s Pre-existing Condition Insurance Plan, something I had never heard of before needing it. It?s part of President Obama?s healthcare plan, one of the things that has already kicked in, and it guarantees access to insurance for U.S. citizens with preexisting conditions who have been uninsured for at least six months. The application was short, the premiums are affordable, and I have found the people who work in the administration office to be quite compassionate (nothing like the people I have dealt with over the years at other insurance companies.) It?s not perfect, of course, and it still leaves many people in need out in the cold. But it?s a start, and for me it?s been a lifesaver ? perhaps literally.

Which brings me to my apology. I was pretty mad at Obama before I learned about this new insurance plan. I had changed my registration from Democrat to Independent, and I had blacked out the top of the ?h? on my Obama bumper sticker, so that it read, ?Got nope? instead of ?got hope.? I felt like he had let down the struggling middle class. My son and I had campaigned for him, but since he took office, we felt he had let us down.

So this is my public apology. I?m sorry I didn?t do enough of my own research to find out what promises the president has made good on. I?m sorry I didn?t realize that he really has stood up for me and my family, and for so many others like us. I?m getting a new bumper sticker to cover the one that says ?Got nope.? It will say ?ObamaCares.?

As more and more people find out about the benefits of the Patient Protection and Affordable Care Act, Republicans are going to find it difficult to continue the ?Repeal Obaaaaahmaacare? siren song. And the fact that health insurers are cutting their lobbying costs because the Department of Health and Human Services has stated that such lobbying costs cannot be counted as providing healthcare is just icing on the cake.

From The People?s View,

Their lobbying scheme didn?t work. They know it and are finally resigning to the fact that health reform is the law of the land and that they are going to have to comply with it. And since they can?t count lobbying costs as providing you with health care, lobbying costs are now in direct competition with shareholder gain. If the insurance companies want to make more money but can?t do it by kicking people off their insurance or counting everything and its mother as a ?health care cost,? there are only a few ways of doing it: cut administrative costs (hello, industry lobbyists, hi! Waving atcha!), and raise revenue by attracting more customers in a level playing field.

As many of you know, I have a microprolactinoma (a pituitary tumor). Navigating the health insurance industry over the past 6 years has been a pain in the ass. I?ve wrangled with Blue Shield and I?ve been horrified by Kaiser Permanente, and the experience has left me disheartened, frustrated, and often in tears. I have found myself calculating how much time I will allow for the drugs to work and shrink the damn thing in my brain before I decide to have it surgically removed just so the procedure will be covered by insurance. It?s insane.

No one should be forced to make a significant health decision that includes life-threatening surgery simply because they don?t have the time to let non-surgical options run their course, and they won?t be able to pay for surgery should they need it. So I am very grateful to President Obama for the government?s pre-existing condition insurance plan because when my COBRA runs out, I?m going to need it.

BCS Decision Day: Alabama or Oklahoma State

Too soon to call, but things are looking up for Alabama.

Alabama and Oklahoma State are awaiting word on which team will play LSU in the BCS national title game on Jan. 9 in New Orleans.

The returns have been trickling in Sunday, and so far the Crimson Tide seems to be in the lead.

In the USA Today coaches' poll, Alabama was No. 2, but the commanding lead it had last week is now down to 22 points. The coaches' poll and the Harris poll count for two-thirds of a team's BCS score.

The Harris poll was due out later Sunday.

A compilation of six computer ratings will determine the final third of a BCS score. The Sagarin ratings released early Sunday had Alabama No. 2 and Oklahoma State No. 3.

Unbeaten LSU is the top-ranked team in all the polls out so far, including the AP Top 25, which is independent from the BCS rankings.

A rematch between LSU and Alabama in the national title game seemed almost a foregone conclusion heading into conference championship weekend.

But with Alabama idle, Oklahoma State made one last, strong push by beating Oklahoma 44-10 to win the Big 12 title.

Now, instead of Sunday being a coronation there's another BCS controversy: Should Alabama get another shot at the only team that beat the Tide, even if that means an all-SEC title game and a matchup that will surely play far better in the South than anywhere else? Or should the Cowboys, who beat five teams ranked in the last BCS standings and whose only loss was a double-overtime upset on the road to Iowa State, get the nod?

"If you want the best two teams in college football to play then there has to be a format to decide that," Alabama coach Nick Saban said Saturday on ESPN as he made sure the Tide wasn't forgotten while the other top teams played. "If you want a regional game that matches up people from different parts of the country you can't say 'Let's have the best two teams play.' It's not really up to me. I can't really be objective here. We do have a dog in this hunt. That's my opinion."

Working in Alabama's favor is the Crimson Tide's dominance throughout the season ? all of its victories have been by at least 16 points ? and the fact that no other team has challenged LSU this season.

The Tide and Tigers played what was billed as the Game of the Century on Nov. 5 in Tuscaloosa, Ala. The Tigers won it 9-6 in overtime, a hard-hitting defensive slog that didn't exactly have fans around the country clamoring for more.

Immediately the talk of rematch started, pro and con. But Oklahoma State was in position to keep it from happening. The Cowboys were undefeated and second in the BCS standings heading into a Friday night game at Ames, Iowa, a day after Oklahoma State women's basketball coach Kurt Budke and an assistant coach were killed in a plane crash.

The Cowboys lost 37-31 in double OT to the so-so Cyclones (6-6), missing a potential game-winning field goal at the end of regulation by inches.

With no other undefeated teams left from the major conferences, Alabama returned to No. 2 and the debate has grown more furious ever since.

On one side, Alabama supporters say it's simple: The system is supposed to match the best two teams, regardless of conference, and the Tide have been one of the two most dominant teams in the country.

On the other side, the Oklahoma State supporters say the Cowboys have accomplished more to get to 11-1 than the Tide, playing a tougher schedule and winning their conference.

Alabama fans counter by saying the SEC is the best conference in the land. What more proof is needed than five straight BCS championships?

"I would certainly understand if college football decides it should be two SEC teams playing for the national championship," LSU coach Les Miles said after the Tigers pounded Georgia 42-10 in the SEC championship game. "It's a very special conference with very special teams."

Oklahoma State fans say their team's super-charged offense, second in the nation in scoring and third in yards, would put up some touchdowns against LSU's tenacious defense.

Alabama fans think those flashy Big 12 offenses are no match for an SEC defense, and no team, not even LSU, has allowed fewer yards and points than the Tide.

Oklahoma State's reply: If the regular season is a playoff, the way BCS officials suggest, didn't LSU eliminate Alabama?

"They had their shot," Oklahoma State coach Mike Gundy said after the Oklahoma game. "Give us ours."

Alabama fans say this isn't pee-wee soccer where everybody gets a chance to play.

Whichever team wins out, expect another of blast of criticism directed at the BCS. As the power-brokers in college football start to plot how top-tier bowls will be set up in the future, the 2011 season is once more exposing the flaws in the system now.

Two teams with perfectly good arguments are fighting over one spot, with subjective voters and mysterious computer ratings ? the formulas of which are not even publicly known ? doing the choosing.

If Alabama is the pick, the Tide will be playing for its second BCS title in three seasons. Alabama claims 13 national championships overall and is one of the most decorated programs in the land. It's won seven AP titles since the wire service started its poll in 1936.

For Oklahoma State, just getting into any of the marquee BCS bowls will be a first. The Cowboys have never won a national title, and some Oklahoma State fans have wondered if their team is also losing the battle of the brands.

There has never been a rematch in the previous 13-year history of the BCS, nor has there ever been a championship game with both teams from the same conference.

The closest thing to a potential Alabama-LSU II college football has had in recent years was in 1996, when Florida State beat Florida in its final regular season game then drew the Gators again in the Sugar Bowl.

Steve Spurrier's Gators beat Bobby Bowden's Seminoles 52-20 to win the national championship.

Bowden wasn't happy to face Florida again.

"If it's somebody you beat, you don't want to play them," Bowden said Sunday in a phone interview.

"The team that won, it's just hard to get your boys as inspired as the other team can get inspired."

Yet as far as a rematch this year, Bowden said both teams can make a good case, and he's not opposed to giving Alabama a second chance.

"If that's the way it shapes up that's OK," he said. "You got to get the best two teams in the country playing for the national championship."

Remember, of course, that Bowden was born in Birmingham, Ala.
